[Policy Update] MOT and NDRC Issue "Implementation Rules for Subsidies on New Energy Urban Buses and Power Battery Updates (2026)"

📰 News Highlight

On May 9, 2026, the General Office of the Ministry of Transport (MOT) and the General Office of the National Development and Reform Commission (NDRC) jointly issued the "Implementation Rules for Subsidies on New Energy Urban Buses and Power Battery Updates (2026)" (the "Implementation Rules").

⚙️ Core Components

1.       Substandard Batteries: Active vehicle batteries that will exceed their warranty periods by the end of 2026, or no longer meet current safety and technical standards.

2.       Differentiated "One-Vehicle, One-Policy" Allocation: To maximize fund efficiency, the policy introduces a tailored support mechanism. Instead of a blanket subsidy, it offers flexible, case-by-case funding pathways.

💡 Key Takeaways

1.       Strategic Deployment of Sovereign Wealth: By utilizing Long-Term Special National Bonds, the government is treating the greening of public transit as a critical infrastructure investment.

2.       Addressing the "First-Generation" Retirement Wave: The specific focus on vehicles registered before the end of 2018 aligns with the typical 8-year operational lifecycle of early-generation commercial EV batteries.

3.       A Boost for Battery Suppliers and Lifecycle Management: This targeted policy triggers a substantial secondary market for commercial battery replacement.

💡 Key Takeaways

1.       Leveraging Supply Chain and Technology Synergy: The alliance seamlessly merges C&D's core strengths—including its extensive global footprint, overseas resource integration, and full-chain supply chain operations—with CATL's world-leading battery energy storage technologies and brand equity.

2.       Overseas Investment as a Strategic Bond: According to the memorandum, the two conglomerates will use cross-border investment as a primary link to drive deep cooperation across the entire new energy value chain.
