Recently, the National Development and Reform Commission (NDRC), the National Energy Administration (NEA), the Ministry of Ecology and Environment (MEE), the State Administration for Market Regulation (SAMR), and the National Bureau of Statistics (NBS) jointly issued the "Guidelines for Accounting Non-Fossil Energy Electricity Consumption (Trial)" (the "Guidelines").

1.       Unified Market and Certificate Harmonization: The Guidelines establish formal conversion and deduction rules between market-based electricity transactions, Green Electricity Certificates (GECs), and renewable energy consumption obligations.

2.       Integration with National Carbon Accounting: Data verified under these Guidelines will be directly integrated into the national carbon emissions statistical accounting framework.

3.       Dynamic Emission Factor Publishing Mechanism: The framework introduces a tiered, dynamic publishing mechanism for electricity consumption carbon emission factors.

The highest price was USD 12.18/ton, and the lowest price was USD 11.98/ton. For bulk agreement transactions, the volume was 1,420,000 tons, with a transaction value of USD 17,082,847.08.
