📰 News Highlight

On July 27, 2026, the Ministry of Ecology and Environment (MEE), in collaboration with 18 other government departments including the NDRC, officially issued the "15th Five-Year Plan for National Climate Change Adaptation and Mitigation" (the "Plan").

⚙️ Core Components

1.       Dual Focus on Mitigation and Adaptation: The Plan coordinates overall carbon emission controls with enhanced climate risk resilience, deploying targeted strategies across green energy transition, key sector decarbonization, greenhouse gas emission governance, and national climate adaptation capacity building.

2.       Systemic Cross-Sectoral Transformation: The framework establishes concrete decarbonization roadmaps across core economic sectors—including energy, heavy industry, transportation, and building infrastructure.

💡 Key Takeaways

1.       Definitive Institutional Blueprint for the "Dual Carbon" Sprint: As the master policy document for climate action during the "15th Five-Year Plan" window, the Plan provides a unified regulatory baseline.

2.       Standardizing Carbon Management and Compliance Audits: By refining mechanisms for greenhouse gas emission tracking and data governance, the policy signaling points to tighter, standardized audit requirements for enterprise-level carbon footprints.
