[Policy Update] NDRC and MOT Jointly Issue "Implementation Plan for Logistics Network Construction"

📰 News Highlight

The National Development and Reform Commission (NDRC) and the Ministry of Transport (MOT) jointly issued the "Implementation Plan for Logistics Network Construction" (the "Plan").

⚙️ Core Components

1.       Scaling Green Transport Equipment and Corridors: The Plan accelerates the construction of zero-carbon transport corridors. It supports the large-scale deployment of new-energy heavy-duty trucks as well as clean-energy and alternative-fuel vessels.

2.       Expanding Clean Refueling and Charging Infrastructure: Priority is placed on building charging, battery-swapping, and alternative/green fuel bunkering stations along national logistics arteries, zero-carbon highway corridors, major coastal and inland river ports.

💡 Key Takeaways

1.       Massive Procurement Demand for Zero-Carbon Freight Fleets: Setting explicit goals to lower national logistics costs while decarbonizing transport corridors will unlock rapid commercial adoption of battery-electric and hydrogen heavy trucks.

2.       Surging Investment in Bunkering and Charging Infrastructure: Deploying charging, battery-swap, and green fuel infrastructure across key trunk lines, ports, and rail hubs creates direct market opportunities for energy station developers, equipment manufacturers.

[Market Update] Shanghai Concludes First Intra-City Hourly Green Electricity Transaction

📰 News Highlight

Recently, the Shanghai Power Exchange successfully completed the city’s first intra-city hourly green electricity transaction, reaching a trading volume of 420,000 kWh. Key market participants, including Baosteel and Shenergy, actively took part in the transaction.

💡 Key Takeaways

1.       Precision Matching for International CBAM Compliance: Hourly green power trading refines the traded unit into hourly blocks of electricity bundled with corresponding Green Electricity Certificates (GECs).

2.       Full-Traceability Infrastructure for Energy Users: To facilitate the trade, the Shanghai Power Exchange upgraded its rules and platform features to issue hourly green power consumption certificates and accounting reports.

[Carbon Market]

During August 31 – September 04, the total transaction volume of Carbon Emission Allowances (CEA) in the Chinese National Carbon Market reached 7,305,828 tons, with a total transaction value of USD 33,750,993.85. The highest price was USD 14.39/ton, and the lowest price was USD 13.27/ton. For bulk agreement transactions, the volume was 5,684,060 tons, with a transaction value of USD 19,931,361.21.
