[Policy Update] MEE Issues "Action Plan for Ecological and Environmental Criteria (2026–2030)"

📰 News Highlight

Recently, the Ministry of Ecology and Environment (MEE) issued the "Action Plan for Ecological and Environmental Criteria (2026–2030)" (the "Plan"). During the "15th Five-Year Plan" period, ecological protection is transitioning from focused pollution tackling to comprehensive quality enhancement.

⚙️ Core Components

1.       Differentiated Technical Methodology Systems: The Plan deploys six categories of key tasks across surface water, marine, atmospheric, and soil environments.

2.       Foundational Databases and Practical Application: The framework emphasizes building national baseline environmental databases.

💡 Key Takeaways

1.       Surging Orders for Electric and Methanol Vessels: Doubling fleet numbers within three years creates immediate shipbuilding and retrofitting demand for domestic shipyards.

2.       Accelerating Bunkering Network Infrastructure: Establishing full-line methanol bunkering along the Yangtze River and building 3,000 km of zero-carbon corridors unlocks direct capital expenditure opportunities for green methanol suppliers, port terminal operators, and shore-power charging station developers.

[Market Update] Energy China Launches Phase II of World's Largest Green Hydrogen-Ammonia-Methanol Project

On October 20, 2026, China Energy Engineering Corporation (Energy China) commenced construction on Phase II of the "Qingqing No. 1" Songyuan Hydrogen Energy Industrial Park project in Jilin Province.

💡 Key Takeaways

1.       Scaling from Demonstration to Commercial Operation: The project marks China's breakthrough transition from experimental pilots to large-scale commercial operations for wind-solar-coupled green hydrogen and green ammonia synthesis, delivering a replicable model for global power-to-X deployment.

2.       Benchmarking Integrated Green Chemical Value Chains: By combining utility-scale renewable generation with on-site hydrogen, ammonia, and methanol production, the project provides an industrial blueprint for decarbonizing heavy chemical manufacturing.

[Carbon Market]

During October 19 – October 23, the total transaction volume of Carbon Emission Allowances (CEA) in the Chinese National Carbon Market reached 17,065,796 tons, with a total transaction value of USD 244,481,719.60. The highest price was USD 14.60/ton, and the lowest price was USD 13.85/ton. For bulk agreement transactions, the volume was 12,146,535 tons, with a transaction value of USD 172,756,960.94 .
