[Policy Update] NEA Issues Implementation Opinions on Integrated Development of Coal Power and Renewable Energy

📰 News Highlight

Recently, the National Energy Administration (NEA) issued the "Implementation Opinions on Promoting the Integrated Development of Coal Power and Renewable Energy" (the "Opinions").

⚙️ Core Components

1.       Strict Operational Balancing and Decarbonization Targets: Integrated projects must maintain coal power's baseline grid-support capacity. The added renewable capacity must directly match the regulation capacity gained through coal unit retrofits.

2.       Five Application Scenarios and Technical Standards: The framework defines five scenarios: coordinated transmission, combined heat and power synergy, shared transmission corridors, bundled utilization, and self-consumption replacement.

💡 Key Takeaways

1.       Accelerating Multi-Energy Plant Upgrades: Tying new renewable capacity directly to the flexibility gains of existing coal units incentivizes power generation groups to accelerate turbine retrofits.

2.       Market Participation and Trading Opportunities: Requiring independent metering alongside unified grid interfaces enables integrated plants to participate separately in both spot power markets and national carbon trading.

[Market Update] NIO Energy Signs Strategic Cooperation Agreement with CGN New Energy

📰 News Highlight

On October 28, 2026, NIO Energy and CGN New Energy signed a strategic cooperation agreement in Shanghai to collaborate across zero-carbon management, green power, and integrated energy services.

💡 Key Takeaways

1.       Unlocking Vehicle-to-Grid (V2G) and Grid-Edge Flexibility: With 4,202 battery-swap stations acting as aggregated flexible loads, the partnership enables NIO's battery assets to participate actively in peak shaving, frequency regulation, and power demand response, accelerating the integration of EV infrastructure with new power systems.

2.       Full-Lifecycle Decarbonization via Green Power Matching: CGN New Energy will prioritize supplying direct green electricity and Green Electricity Certificates (GECs) for NIO's swapping network.

[Carbon Market]

During October 26 – October 30, the total transaction volume of Carbon Emission Allowances (CEA) in the Chinese National Carbon Market reached 21,048,445 tons, with a total transaction value of USD 298,737,168.9. The highest price was USD 14.36/ton, and the lowest price was USD 14.10/ton. For bulk agreement transactions, the volume was 15,077,157 tons, with a transaction value of USD 213,319,303.51.
